Inhumans have higher physical stats than human. That means Medusa is stronger, faster, more durable, has faster reflexes than Cap. Can Cap win?

With powers and weapons.

Is this the same Madusa that if you look at her you turn to stone?

I think Cap will win. BP has beaten sup several Inhumans on his own and thats before Hudlin.

Cap scalps her with his shield then beats her to death.

Woman's scaled the Baxter building with her hair, spun it to whip away big falling rocks, used it as a parachute, and beats down tons of nameless guards on the side.

And, her hair might be able to grab or at least deflect a thrown shield.
