Very tough call. Unlike Supes, who theoretically, should lose to Captain Marvel because of the magic edge, Majestic has very good magic resist. And he has energy powers. There's the Shazam bolt, but using that as a weapon is more BA's trick.

Mr. Majestic. No magical weakness to exploit and leagues better as a H2H fighter, plus energy projection for added insult to injury. Though, CM does have the big advantage in durability.

Cap Marvel.

His strength, speed and durability outdoes the likely small strength advantage of Majestic.

Not being weak to magic doesn't mean anything when Majestic would be rocked by Marvels punches.
