No. Goku is skilled, yes, way more skilled than Superman.
But Goku always lose to guys stronger than himself, cause the fightingskills they posses in Dragonball is only around Bruce Lee-level, which would be low in comics. And Superman is many times as powerful as Goku and many times as durable.
In the speed category, its pretty unclear.

But Karate kid a guy with no special powers could hold his own against pre-crisis Superman, what's your point. I think being able to channel Chi as Kamahamaha waves is a bit beyond Brue Lee, don't you?
