I'm assuming this is G1. Rumble/Frenzy both have laser guns and they can shoot missiles. Spiderman could not keep up with them. Frenzy would non-stop shoot his laser gun and fire missiles at Spiderman while Rumble pounded away destroying the city. With Rumble pounding away, Spiderman would be too off balanced to do anything, plus with all of the city damage taking place his spider-senses would be going crazy.
