Tony Stark has expanded the initiative to the war on terror claiming that unaccountable super humans are a clear and present threat anywhere not just america and so now with the combined might of the US military and shield and the initiative backing him he plans on "registering" atlantis, latverta, wakanda, and the inhumans. Can this be stopped

Previous encounters between Stark and black bolt have ended up with Stark thrown back on his ass with little effort on BB's part. However if Sentry chooses to fight on stark's side then that would be a different issue, however when it comes down to it, Doom will know this is coming long in advance, and almost nothing can take down a well prepped Doom.

more to the point i see this as a very possible future that marvel may be on course for, stark is leading marvel on a path of destruction

everyone conforms, nothing can stop the registration except for a new shitty story line

If cap conformed and in doing so his entire faction lost the ambition to fight, then there is no one morally driven enough to win the war.
