Early 90's...half the stuff you listed started in the late 80's or mid to late 90's.

Remembering all that makes me feel old. Yep, I'm a child of the nineties... I always watched Biker Mice from Mars and Duckman. I hated the Tick and Goosebumps though. God did I hate Goosebumps. ermm
