Kang the Conqueror vs. The master

Which of the time traveling villians wins this?

I'm leaning towards Kang here. In a fight where they're not allowed to use any of their weapons, Kang would definitely win. If they get to prep themselves with everything they want and such, Kang could make himself very powerful.
