Because there are very few telepaths that could BOTH remove his helmet(s), AND penetrate his defense.

You're trying to find a telepath that could remove his helmet, and penetrate the combined defense of Jean and Xavier.

Cassandra Nova most probably since she overpowered a Charles Xavier on Cerebra and then trashed the X-Men which included a team of Xavier and Morrisons Jean leaving the Sacred Cow drooling and Xavier with a type of alzheimer's. (But then again since this is current Xavier it might be a problem)

Cain has his helmet and skull cap. So the telepath should have enough power to go through Cain's tp protection, Xavier's psy shield and Jean's psy shield.
