Mission 1: Pick 3 heralds that can get a simple majority over Surfer.

Mission 2: Pick 5 heralds that can beat Norrin 9 out of 10.

Mission 3: Pick 3 trans that can beat Surfer 7 out of 10.

Mission 4: Pick 6 trans that can beat Surfer 10 out of 10.

#2 is likely impossible. The High Herald tier, originally at least, is notable for being one of only two tiers whose upper limit was defined by a character (the other was Trans. with Odin). We used to use Surfer as a yardstick...if they were more powerful than him, they were Trans. A few that occupy the limits of the tier (Thor, Kal, etc.) are the only potential picks, but I doubt there are 5 of them. Anyone claiming otherwise is likely erroneously dipping into Trans. to bolster their number.

I can pick one guy that could do all of the things listed in the OP. Khoon, and he was around the High Herald tier, and not Trans. All characters have weaknesses that can be exploited, and Khoon had the Surfer's number.

There are 9. Parse them how you will for challenges #3 and 4; they should all win 10/10.

Challenges #1 and 2 are the only ones likely to generate any debate. And, as mentioned, of those only #1 is possible.

No CIS/PIS Surfer have a chance to beat Prime. At least 1/10 imo.

Why would it take 5 Heralds to defeat the Surfer when Thor alone can stalemate him? 5 would be overkill, and the Surfer is being given far too much credit here. Thor Superman, and Blue Marvel would wreck him, adding 2 more to the mix is extreme spite.

You're asking for way too many characters that do well against Silver Surfer, or even beat him, especially considering how powerful and versatile the Silver Surfer really is.

2. Thor (mainly because of SS's morals and Thor's great track record against him)

There shouldn't be any herald capable of beating the Silver Surfer 9 out of 10 times.

The only one that comes to my mind are specific versions of X-Man, but when it comes to him it sometimes looks like he is above high heralds.
Martian Manhunter could be another high herald, who could take out Silver Surfer 9 out of 10 times via telepathy, if we assume that his telepathy stands above Silver Surfer's resistances and his ability to enter the Astral Plane.

Yep...He is the top Herald and none of them are getting a majority against him imo.

I don't feel like getting into it at length. I do disagree, though you're right that these are Surfer's only potential avenues. Prime would tear him apart most times before any weakness exploitation could see fruition. At least imo.

Well...Cis/Pis less Surfer can become intangible too. Thats why i think he can get at least 1 win. I agree in most of cases Prime would beat him with a blitz + few punches.
