Analysis: I think that Pillow Biter mostly hit the nail in the head, though there is a slight difference I feel is needed on his rankings. Surfer is obviously above BRB and the rest of the guys, probably enough to hang with Sentry when not holding back. The other obvious misleading judgement is in regards of Thor:

In any kind of realistic, battleboard-style fight, Surfer is obviously just about the perfect combatant.
However, going by the comics--which tend to give versatility way less respect than raw power--Surfer is typically one among many elite top tiers at Marvel. And Marvel tends to decisively and explicitly discriminate among its elite top far less than DC. Maybe they feel it's better to keep it vague as to how the top guys are ranked? I dunno.
That being said, when one of these elite top tiers has been put over the other, it does tend to be Surfer who is most likely put to the head of the pack. Still, on the whole, he's not typically worthy of another tier, or even necessarily a first amongst equals in the elite top tier.

Hulk, IMO, now typically ranks between the elite top tier and Sentry.
