The main argument against Lucifer would the titans who became Yahweh and were defeated by time warping shenanigans, in Lucifer #42 - #44.

If we talking about low feats, beyonder against puma was more embarrassing
Lucy also has higher feats like erasing infinite realities just by his presence in the mansion of silence

Thing with Lucifer is that he wasn't at full power for the huge majority of Carey's series.
When he was at full power(or at least very close to it), he casually warped the sum total of God's power detonating in his face, which is... Pretty hard to top.

he tanked multiversal blasts three times, including one time when he was severely weakened
he also used michael's energy to create a infinite multiverse apart from presence's, with higher dimensions and realms
honestly raw feats wise lucifer stomps beyonder, beyonder can only compete if we take statements as feats as well

Even a depowered Lucifer has some insane showings, for sure. Just saying that after issue #23, all of Lucifer's feats were accomplished while he was in a weakened state.
At full power, however, Lucifer can not only tank the totality of God's infinite Demiurgic power detonating in his face, but he can proceed to casually warp said energy to his every whim. Point being, if Lucifer has no problem dealing with Presence-level energy, then I really don't see Beyonder doing a damn thing to him -- any attack he throws at Lucifer would just be warped or outright ignored.
Unlike most writers, who routinely have characters proclaiming to wield "the power of God" and whatnot(only for those claims to be shut down or disproven later on), Carey meant it in a very literal sense: Michael was a vessel for the sum total of God's infinite Demiurgic Power; Lucifer was a vessel for the sum total of God's infinite Will. As such, I would still...Even in today's muddled hierarchy...Be inclined to place them at the absolute highest end of the cosmological totem pole -- just below The Presence himself, but above pretty much all else, with a few possible exceptions(like the GEB, for example.) /shrug

we saw him manipulating all time and space in all dimensions of two separate totalities simultaneously

A completely de-powerered Luci beats an amped Beyonder. With full power this is child's play.
