To be fair, just like American generals, Russian generals are completely worthless because politicians **** everything up.

Worf beats four genetically enhanced Gem Hadar in a row and gets their leader to admit he can't actually break him in spite of being half dead. Pretty sure he could handle one tin pot dictator and his army that can't even beat a non super power nation.

But he was a security officer. Not a strategic operations officer like he'd later be in DS9 when he got his powerup.

Even in TNG he was cutting down other Noble house leaders like a badass and taking Picards scowl of disapproval.
Because respecting other cultures just isn't the Federation way apparently.

Worf was being a bad Starfleet officer, even if he was being a good Klingon. They were on a Starfleet ship. The fact that Worf didn't get demoted proves that Picard went easy on him.

Ah, but he wasn't on Starfleet territory.
He could be rightly charged with leaving his post, but I'd argue if the Klingon council approved of the honor dual, and if his opponent accepted, that should be that.
After all Worf didn't give up his rights as a Klingon. His house was defamed, his wife murdered.

He was wearing a Starfleet uniform, and still serving in Starfleet at the time.
And he could have easily been accused of breaking the Prime Directive. And sure people might say "well Kirk and Picard did that anyway", but they were Captains, with the discretion to do so. Worf was a lieutenant at the time.
There are expectations placed on him to be a model officer, and he wasn't. By a long way.

Yeah, Jadzia got a lot of slack for that. At the very least the fact that she was accompanied by other Klingons made it a much smaller issue. Less diplomatic issues and all that.
Jadzia broke plenty of rules and got away with it.
