Spider-Man wins. Maverick is depowered since Day M, but even if we would use his pre-depowering version, Spider-Man still wins. Maverick is basically a normal guy with guns, and even though he can absorb kinetic energy and recharge it in his fists or batons, he still can be knocked out. Plus, Spider-Man can web him up and/or disarm him.
