Ok lets go over this point by point.
1) That scan is mistranslated, I have already mentioned that it is incorrectly translated, pointed out that it is impossible to strike 1000's of times per second with sound speed, and provided you with a scan from the data book which clearly states that the Seraphim, the creatures that he was fighting, are faster than light and can destroy planets.

2) You cannot necessarily equate the surrounding destruction with the power of the attacks, In this case we have art evidence that they broke through the walls of hell, the village survived for the simple reason that they weren't targeting it, simple as that. After all look at the final DBZ episodes, they claim to be planet destroying blasts but they don't seem to blow the planet while fighting on it.
Also there a huge amount of evidence that contradicts your claim.

Also in this panel when Uriel is in Augeiodes form Michael stated that "he could crush the entire galaxy" and also that "he surpasses the Seraph's strongest attack", which would be God hand, Michaels own technique that has the power of an exploding supernova.

Why should we take Michael seriously? Well first of all as the most powerful of the angels and Uriel's commender it's pretty certain she has a good grasp on his power level.
In addition to this, this power level is not out of whack with the earlier power shown by other high level characters such as Satan.

So what do this tell us? We have an extremely reliable consistent source telling us that both Uriel is faster than light and that he is on a galaxy buster level. On the other hand in the case of your claim with Buu, we have have one shoort clip from a filler episode in the anime that is a complete outlier in terms of all other demonstrated power levels in both the manga and the anime, not to mention the fact that in this case the manga provides a completely different showing of his power. In incidents such as this it becomes clear that the manga as the original source material should take precedence. Not to mention the fact that Goku himself has demonstrated nowhere near the power levels of Buu, and the only way that he was able to defeat him was by gathering an energy ball that took him several minutes to gather, do you really think a lightspeed opponent like D.S. would allow him that amount of time? In fact do you even have any proof that Goku gets anywhere close to lightspeed?
When it comes down to it, D.S. is on Galaxy buster level, and Goku is at most Planet buster level. D.S. has a demonstrated an ability to maintain shields against planet and galaxy busting opponents, he's demonstrated the ability to regenerate from attacks of that level.
