I think Palkia would win. To me he seems more powerful...and has more effective attacks in his list.

But Dialga is a Dragon/Steel and Palkia is a Dragon/Water. Dialga knows Dragon moves which is Super Effective against Dragon types; so does Palkia but due to Dialga's steel side it cancels it out.

Both have very close all'round stats, great moves, it would be a good match, I can't decide who wins though.
