Penance Stare?

I'm sure that this has been made more than once already, but the search didn't give me any hits, so.

Who's the lowest being who can withstand the Penance stare from the Ghostrider(s) (Ketch and Blaze, right?)

Let's exclude beings like Venom and other Symbiotes as the Penance stare obviously wont work on them (At least properly) Would it work on DoomsDay/Daredevil? Would it work on Hulk? etc.

Anyone who has a Soul and emotions should be effected by it.

The stare did nothing to Wendigo as his punishment is far worse then what GR's penance stare could have done

Yeah the Boyscout, also i don't know if it would work on juggernaught because of the gem of cytorak, or however you spell it.

i dont think he's referring to good guys (cause most of em havent spilled the blood of innocent), Juggernaut? well i think he'd survive it....
