Moon Knight- I think insanity or switching to one of his other personas would be an excellent defense against the Penance stare.

The Creeper probably wouldn't be all that affected. Neither would say, Robin... because to be honest, I can't actually think of a time Robin has ever done anything to be ashamed about.
Is Ragman a street leveler? He could probably use another soul to block for him.
