Apocalypse and Thanos.

HE and DB are only good with Genetics and evolution. Problem is Doomsday is pretty much beyond genetics and evolution. He is a perfect survivor.

Apoc and Thanos on the other-hand always augment their subjects with tech ect. Making them FAR more powerful then even Nature could.

thanos did create the omega galactus clone as well

Thanos for the OMEGA Clone.

Most likely Thanos given that he is the smartest and has history clonning stuff.
