anyway, i say sue wins this

Sue easely. She do it in two steps:

1- Shield herself before Strom can cast anything;
2- Shield the head of Storm before she can cast anything.

No air for the loose... Of Storm.

One bubble to protect herself, the other bubble inside of Storm's head that expands outwards. Ever see Fist of the North Star? Yeah it would look like that when the dude's head blew up.
