He starts out with 20 and can multiple from there.

Banner/Hulk was the one who braced the Mountain from caving in.

20 Luke Cages combined would lift like 500 tons then you add Colossus & Thing to that plus the fact that Luke Cage can multiple lets say after 10 Clones are down he multiples 10 more until he gets to 1,000 because in this thread 1,000 clones is the max.
