Luthor based on his history and number of feats. But Bendix would be able to catch up eventually if Wildstorm didn't have an obsession with killing villians regularly, no matter how central to a storyline or character.

we have way, way more Luthor showings to judge from.

But Bendix is badassed and that's got to count for something.
