If this is Doc from the watchmen, he has nothing that shows he can do any thing more than DS. And he doesn't have the raw power either.

Well, no. Based on feats, DS. Based on powers and potential? Probably Dr. Manhatten. If the Dr. actually wanted to win, he probably could.
