Darkseid for sure. Black Panther at least has fairly enhanced strength, doesn't he? As well as tech that defeated Mephisto.

Darkseid is stronger than Norrin when he isn't amping his strength.

Hulk got defeated by a snake

DS managed to take Surfer down with the OE in the crossover he had with Galactus. DS would take down Surfer far easier than Superman ever would, owing to his wider variety of powers and Omega Effect.
