I don't know if Batman has much of an imagination. I think he would better suited to the Qwardian power ring since he puts the fear of the bat in other people no?

With regards to the battle, I think Scarecrow could win this.

Batman nukes him. He's already proved that he's capable of using both rings. Scarecrow doesn't have the training to master the ring. Batman does.
