At base powers, Mags > Britain. But he has magic swords and talismans and such that do stuff, but I don't know what. It might depend on his gear for the fight.

Captain Britain i would say magneto isnt really that good a fighter when it comes to hand to hand... he doesnt have any kung fu or JUDO... while Cap is a good old slugger and will win at the end of the day by just sheer determination

depends on the environment...in a place filled with metal (like a scrapyard) Magneto would be very formidable.
