Superman Vs Gotham City

right after batman knightfall---

batman in seclusion after his spinal injury from an encounter with bane
leaves gotham in the mercy of its various criminal hordes. before bruce wayne can deploy azreal, the news reports a sighting of the man of steel in gotham handing some thugs to the local authorities.

bruce decides to allow the criminals of gotham to get a little payback so he he later contacts superman and lets him know he can continue to clean up the streets, as long as he leave bane for himself.

what will happen next for batman's rouges gallery and especially joker?
how long do they last?can a combined effort from all his rouges gallery touch superman?

Superman goes insane. Seriously no sane person can do what Bruce does for Gotham.

Supes would just treat them the way he does Lex Luthor, I suppose.
