Beta Ray Bill, is for all intents and purposes, just as powerful as Thor, minus any Warrior Madness or Odinpower. He was competing fairly with Stardust, a high herald. But I'll admit, my decision is very much informed by my opinion that Hal Jordan is not a high herald level.

Beta Ray Bill 6/10

Bill is not very smart as to fight this the best possible way, he would end up losing fights he should have won more often than not.

Bill certaintly has the capability to take a few battles from Hal, considering his powerset and past showings.
