they both have have 2 weeks prep, and 50 million dollars. none of their personal tech is available, so reed cant just pull out some super weapon he found halfway across the galaxy 10 years ago. he has to design it and build it. modok does have his chair though, as hed be dead without it.
they can hire henchmen to help them with construction, planning and to fight for them. but they cant call in free help, so reed cant call the avengers and modok cant call in doom to help him finally defeat reed. it has to be mercenary types, like random goons or someone like deadpool. neither are bloodlusted, so modoks emotional instability wont work against him and they can both think clearly and use their intellect to the best of their ability.
after the two weeks are up they have to meet in the middle of a deserted city with whatever weapons/minions they have bought, built or hired. neither of them can set up any traps on the battlefield before then however.
