To be honest I think Psylocke would win this fight, but it would be a close one.

Yes they both get full use of their powers, and fighting abilities.

I think Psylocke can use her TK and TP before BC can scream.

Well of course Psylocke wins, but if it's strictly hth, Canary wins like 9/10. She vastly superior fighter than Betsy.
