I would agree with that assessment. However, Bulllseye had all the prep in that crossover AND he was in a very civilian crowded area. Neither of which apply to this scenario.

Bulleyes had prep as well. Punisher has beaten Bullseye before.

I just read some of the Punisher vs Bullseye series. Frank looked better imo in their fight.
