That was one of the many timelines Brainiac had downloaded himself into.

If you read the last scan, the Firelord looking dude, [more commonly referred to as Waverider], states that Brainiac 13 downloaded himself across a thousand million vectors of time, just to engage Imperiex - and in at least one of those vectors, Brainiac remade the Universe in his image, [1st and 2nd scans].

B-13 slaughters any version of HE. 🙂
