This is a fight under their own power, no tech. Celestial Nullifier, and Ultimate Nullifier are banned along with any other technological aid.

Phoenix and Galactus are allowed all feats, from previous/alternate incarnation since these are deem as the strongest or near top shape versions if themselves.

(they are the weapons of choice for the Omniversal guardian,

Roma also lacks feats,
we've seen her with control over Time,
molecular manipulation,
dimensional transcendence,
telepathy across Universes.

remember, the Omniversal guardians usually operate through their agents.

They would be boring any other way. (in comics that is)
