Are they allowed technology? If not, I don't see any way for Data to take down Odo.

Data can't actually hurt Odo in any sort of lasting way. On the other hand I don't recall a lot of fights that had Odo involved.

Data had a phaser in most fights. Odo also had a phaser in most fights also.

Odo didn't. He despised the use of phasers. Well despised may be too strong of a word, but he didn't like them, and didn't use them.

Frankly, I'm inclined to go with the goo, unless the machine gets another machine for backup.

I think you could give the lightsaber to Data and it still wouldn't alter the outcome. Being cut to pieces doesn't mean much to Odo.
