For all of Emo's "magic" resistance, Doctor's powers aren't technically magic. It's explained as much more rational matter manip. more than once.

A well-written Doctor could freeze SBP like he did to Majestic with a thought, he could travel back in time to maybe Pre-Crisis and kill him then, etc. etc. Speedblitz ftw is possible, as with most Doctor fights against such foes, bu he really should have enough options that Emo can't just punch his way to victory. But SBP is a walking plot device with his insane power, so who knows. Not a clear majority for either, and a lot would depend on whether or not the D's powers could affect him.

SBP's standard estrategy (ie. punching his brains out) isn't gonna work against a semi-competent Doctor:

True, this is the Renegade Doctor but both Jeroen and Habib Ben Hassan are supposed to be able to do this as well when not jobbing.

Prime wins due his inmunity. Myx's magic is not magic either but Prime seems as inmune to that as to any other thing.

Also, he can rip through dimensions and stuff. So well, that's the plot device answer that Digi gave.
