You get to choose the best incarnation of each and make them face each other. Ten members on each side at most, no Spectre. Only post-crisis teams that have been formed at a given time in history -you cannot put two characters in the team if they were not in the team at the same time-.

JSA have a massive numbers advantage, imo, and even if you take out half of that team, they still have too much for alot of the JLA...
