Norrin was depicted as leagues above Nova - both Richard and the Worldmind itself acknowledged the Surfer's superiority.

Surfer smacked Nova (from the front) before Nova had a chance in hell of reacting. Afterwards he started asking Worldmind "What the hell did Galactus hit us with?!" to which the Worldmind responded "His herald."

Heat Vision and Martian Vision to Stardust is a deadly combo. would likely scramble is energy all around. Or superman uses his xray vision or vibrating powers to disperse him. All while MM uses TP to muck with both of the combatants of team one.

More than show how inferior Nova is as a Herald leveler, I believe the encounter showed how far superior Surfer is in said category.
