It's hard debating a true conceptual being, like Destiny. We already know everything Lucifer did/does/ever will do, is pre-written in his book. And we know Destiny will last until the end of creation, when the concept he embodies is no longer needed. Thus, Lucifer simply cannot [or does not] kill him - because it is not supposed to happen.

Hard to say what God's plan was for Lucifer in the end, I remember reading somewhere that one of the angels asked God about if Luci could ever return and God said no that he had planned for him to be the most alone being ever. Maybe Lucifer was still somehow following what God wanted and Luci himself was mistrustful of his Father even in the void.
Destiny set up the entire meeting and has been setting things up for 20+ years that has now come to fruit. Hard to say who would happen if both would actually want to destroy the other
