both get one week of prep. zemo has his moonstones and doom has access to all his technology and mystical resources. other than deus ex machina type ability absorbing machines or contact with demons or stealing power cosmic etc type of stuff.

to me these two have a lot in common, manipulative, sumwhat ruthless, selfish, powerful, leadership, great intellect, among many other things. so who wins this?
