-Phantom Stranger is said to be powerful enough, that even Spectre cannot kill him. Maybe turn him into a rodent, but not kill him. But with the combined powers of these 4, do they stomp all over PS, or is PS even too much for these super powers?

Odin and Zeus are going to be less than useless imo. they're seriously out of their league here.

He couldn't be killed because of the Phantom Stranger's particular role in the DC verse. It has nothing to do with his power level.
