Probably Quicksilver as we don't know how fast Rock Lee actualy is as we have nothing to compare him to in the real world. I think with the gates open he would win but there is nothing that proves that, just my opinion.

And he has better feats. No he just has feats that we can gauge to get a rough estimate in mph as to how fast he really is. Like running up buildings or along side a train. Might as well close this thread as we have no way to determine just how fast Lee is.

It's easy to have better feats than a character who doesn't really have any that can be gauged.
