basically, who can build the best weapon in the alloted time?

Depends on what kind of weapon we're talking about.

In the case of Reed, I think it's better to give him less time. If he has too much time he builds things like giant robots.

Wide range destructive weapon or targeted destructive weapon.

For a wide range bio-weapon I think Stark/Pym would take the win.

targeted kinda thing, at the end, they all get put in a football stadium and last team alive wins

I can see Desaad doing well. The base level of the tech he works with is far beyond the others.

check out Desaad (the poster)'s match with Quan. He showcased alot of Apokolips tech, at least half of which was made by Desaad. The rest was DS himself.
