Galactus will just put him in some kind of Tachyon field that keeps dispersing him as soon as he recreates himself.

He never had a fight against anyone with superpowers.
He has a very exploitable weakness to tachyons.

As powerful as Dr. Manhattan is, his upper limit is nothing to Galactus.
