Fight takes place in the middle of a deserted town @ 12 noon. Han Solo has his blaster and Herod has his 6 shooter.

1 shot only is aloud from each combatant.

When the clock strikes 12 noon both combatant's draw and shoot.

Considering Herod specializes in quick draw and one shot kills, Herod.

John Herod, dear me. Han Solo doesn't exactly specialize in that sorta of thing. A headshot due to Herod's gun would be quite the spicy meatball. He'd draw first, and shoot first.
