I remember an issue of action comics last year where the light of a blue sun gave him the ability to give any one kryptonian abilities for a while. It was quite retarded to say the least.

LOL... that was a throwback to the old days of his rainbow beams that created tiny supermen.

The blue sun gave him "Superman vision" in which he could imbue anyone with kryptonian powers temporarily.

No, it was a wacky Pre-Crisis story where he somehow got a new power to create a tiny clone of himself and then used it all the time, so then he started getting jealous of his clone and sent it after a Kryptonite meteor to be killed.
