Turtles have beat Foot Gunners before, which wear bullet-proof armor, head to toe.

The TMNT have a good chance of winning this one, although I'm not certain.

Believe it or not, but even Shredder has a certain degree of "honor". Yes, he could have riddened himself of them once and for all A LOT of times, but he has a tendency of going up against them heads on.
