Rulk and WWH are both very deep into Mary Sue territory. The shelf-life of their dominance is exactly as long as the writer's stay on the title. If Rulk sticks around after Loeb's run, you can bet that there will be writers lining up to "get payback" on behalf of Thor, a Watcher, or any other character that has fallen to Loeb's MO.

The bottom line, though, is that both of them are designed to be essentially unbeatable. It is at the core of the characters as written by the only writers who have written them.
Rulk vs. [anyone at all] is pointless to debate, because Loeb is likely to catch wind of your argument and render it moot by writing a Rulk vs. [the same anyone] scene just to spite you. That's what he is: a character who will win any fight, period. That's all he is.
Same with WWH and Pak. There is no character whom Pak would have written as being able to beat WWH in a fight.
You can argue about their feats or compare the impressiveness of the characters the two beat during their respective rampages through the MU, but at the end of the day they're both the exact same thing.
