2.LOL, seriously it's more about Dun Moch here so little to no threats( I doubt Lightning of any strength would be detrimental to him because of the pain factor.

It was probably Gideon. He'd be right, in that Sidious almost certainly knows who Sion is and everything that's special about him, as even Krayt understands what happened to Nihilus, Andeddu, and Bane. But to say that he could understand and exploit the psychological failings is absurd.

According to the Essential Guide to the Force, Palpatine is revealed to know all about the circumstances of Malachor V and subtlely mocks the previous gatekeepers of the Telos Holocron for being ignorant of it. So he does know who they are. Intimately? Er... doubt it.

Palpatine being the end-all manipulator of the saga with a peerless mastery of psychology doesn't particularly matter here, though I'm pretty damn certain between his intellect and insight as provided by the Force that he could identify the source of Sion's woes (see Count Dooku's musings on Palpatine's ability to manipulate in Dark Rendezvous, Labyrinth of Evil, and Revenge of the Sith).

Not that it matters. Traya could do it.

Traya. Palpatine's the more accomplished manipulator, but he would have to spend much of that hour deducing Sion's weaknesses. Traya already knows them from interaction.
