Saturn Queen seems heavily based on hypnotism\posession, and being a member of a race of telepaths doesn't exactly makes her a peer of pre-crisis Saturn Girl.
Emma is versatlie, and Saturn Queen's origin doesn't give her an edge- Cuckoos under Emma's tutoring were able to totally pwn Oracle (Shi'ar Imperial Guard rather cheap ripoff of Saturn Girl- the most powerful representative of a race of telepaths). So in actual TP combat I see Emma winning around 6-7\10 based on precision and versatility.
