" If they don't have a comic at all, they aren't allowed, but MANY characters have at least short series and such, so this should allow for some flexibility."

Mephisto i think.....Sauron is a maia.....one of the lesser Ainur...i would imagine that Mephisto would be approx to Valar in power...one of the greater Ainur
