TDK Batman and V work to clean up Gotham.
Joker (Heath Ledger) escapes Arkham, Two Face lives, Ra's is resurrected and Scarecrow escapes too with Joker's help. All other crime stands as well.

Joker has all his resources, hench-clowns and weapons like diesel/ammonium-nitrate barrels, guns and explosives, half dozen knives, pencils, you name it.
Two Face has a .357 Magnum.
Ra's has his ninjas, guns and weapons.
Scarecrow has some henchmen.


V has knives, explosives, Bruce's motorbike and rappeling gear.
Batman has all of his latest and necessary hardware including a new Tumbler-Batpod and the sonar super computer with Lucius.

Joker and Ra's thugs clean house.

I don't think Joker's thugs would play too big a part, maybe Ra's' ninjas though. There's a good chance Batman and V together could end a good deal of corruption and establish something similar to what was at the end of Batman Begins, except with de-escalation. V won't be afraid to kill the Joker..
